Is it from the center of the handlebar tube to the center vertical tube?
Yes, you have to correct. The vertical tube is known as the steering tube, and screw the stem clamps helmsmen around the fork steerer. The stems are usually in increments of 1 cm, so if you measured 117mm which is more likely that a 120mm stem.
